Вам нужно дать в эфир квадрат без рамки. Вы можете убрать рамку прихватив больше сверху и снизу или наоборот с боков.
обе картинки масштабируете до 1080 и надставляете бордюры для телепоказа

в первом случае полезный кадр вмещает больше с боков, во втором - сверху и снизу.
Аспект (оригинальные пропорции) во всех случаях идентичные, хотя наполнение и аспект в медиаинфо после кропа для рипа с тв будут разными.
при этом оба будут "правильными"
