For example Flashpoint Campaigns. Obviously Matrix needs to make some money by hosting the development and marketing of the game included any funds put into the development of the game. So before they open it up to Steam to sell they are only trying to bring in the profit from the sale of the game on their site. Another possible reason could be the steam anti-drm.api
Another reason could be they are possibly developing their own matrix game client (like steam, origin, ubi play, epic games, etc).
Perhaps there is a disagreement over profit sharing, or the program not meeting how Steam wants it to be designed or how the patching is done, as you know EA who designed Origin didn't like how Steam handled updates to their games so they pulled them until a new agreement could be worked out on how EA/Steam handle patches.
And one other reason is that the developer/publisher doesn't want it on steam just yet as they want to encourage people to buy it through Matrix as the dev/pub has to do extra work for the steam version and perhaps FPC RED Stm did not have as many sales and since steam games are kept within the Steam eco system, they want to prevent people getting stuck having to buy either the Steam version or the Matrix Version (for example many games sold through like Fanatical, GamersGate, Greenman gaming, etc are either Steam only or are steam or epic and you can only pick an epic games key or steam key but not both.
