It does work. You need to activate it via orbx central like all the rest of the orbx airports...
1. If you dont have orbx central download it and create an account
2. Go to settings, Libraries and make a library folder somewhere
3. Make a folder in the custom library folder named 3W5 Concrete Municipal Airport
4. Make a folder named Community in the 3W5 Concrete Municipal Airport folder
5. Download the file and put it in there
6. Make a text file in the 3W5 Concrete Municipal Airport folder named version_3w5-msfs
7. Open orbx central The airport should not be grey anymore. Go to settings and help then click on sync simulator

Quick question dude. every airport I have downloaded including the above mentioned I just put in the community folder and it works perfectly. Am i missing something?

Not missing anything, no need for orbx central unless you want to let them know you're running a pirated copy of the airport

Neither have I. And I don't turn off my AV for anyone or anything. You must be using the wrong AV.
