I usually block the software in my firewall so that the software can't access the internet. Here's how:
1. Open settings by clicking the start button on the bottom left corner then clicking the gear icon found on the left side. Then go to Update & Security
2. On the left panel, choose Windows Security
3. Choose Firewall & Network Protection
4. Click Advanced Settings
5. On the left, click Inbound Rules
6. In the main panel delete all instances of Photoshop if it's in there
7. On the right, click New Rule
8. On the first screen click Next
9. Under This Program Path, browse to the Photoshop executable wherever you installed it (likely your C drive), click open, then click Next
10. On the next screen tick the Block the Connection choice, then click next
11. In the next screen make sure all choices are ticked, then click next
12. Under name, give it whatever name you want (e.g. Photoshop CC 2018), click Finish
13. Do the same steps as above for Outbound Rules
