I think the issue is that people inside China's Great (Fire)Wall are restricted to content/sites within China (i.e. Baidu). My understanding is that traffic in or out of the country is monitored and subject to censorship at a minium. While the Chinese State may or may not care about such transfers (intellectual property) folks may not be willing to risk such scrutiny. Big Brother in action!

Because there are many judgments by local Chinese courts regarding digital content piracy on local cloud storage sharing behaviours and activities, baidu cloud storage is one of the biggest, the management team receives numerous inquiries from local governmental law enforcement agencies/courts about the baidu cloud storage platform. The Chinese government(central and local) realised that if online digital content is shared without any restriction, it will harm people's creativity at large on the long term. It's also sensible that the Copyright Law of the People’s Republic of China, WIPO Copyright Treaty, Berne Convention for the Protection of Literary and Artistic Works should be upheld.

Partly right, copyright or intellectual property at large is a private right, it's not public rights/public power, so the IP owner/holder/copyright owner must file the administrative and legal complaints on his/her own via a registered lawyer. This is the same in USA. I can assure you that the current Chinese copyright law/intellectual property legal framework is nearly on par with that of the U.S. IPR framework, the problem is the implementation of the IPR law, because the Chinese legal system is built not on Common Law as you see in UK and USA, but rather on Continental Law, punitive damage is limited to actual loss/damage, with some exceptions(big punitive damage with big deterrence effect).

The CATIA/3DEXPERIENCE software piracy actually can helps to penetrate the market, then they can engage in piracy-conversion/anti-piracy officially ostensibly, international industry software giants like Siemens Industry Software, Dassault Systems always have booming business in China, they all have a big department with many employees hired from local Universities called License Compliance or department of Software Intellectual Property, they are Chinese and hired to target Chinese companies with CAD/CAM/CAE software users(also Chinese) who built their professional skill sets on those foreign industry software, perfect loop.

By using the 2 .dll files extracted from here shared Catia and Delmia with SP5 packages can activate both Catia and Delmia after being updated to SP7
"pyg64.dll" shared with SP7 only can activate Catia, it does not work with Delmia,
but the one extracted from SP5 shared here works for both either with SP5 or SP7
For your ease, I have packed the proper crack and shared below:

If the system is hybernated, the license connection will be lost. CATIA needs to be restarted from scratch. An improvement would be great.

Don't get confused with the licenses. Choose AIO licenses. For DELMIA, select only DA2, and for CATIA, select only AL3. Otherwise, disable ED2, EX2, DIC, I3D (educational licenses that don't allow "Save As..."). In CATIA, disable all DELMIA licenses, and in DELMIA, disable all CATIA licenses.
