I did it and it works (Matrix edition of the game, i don't know if it works for steam edition).
1. Install patch 1.25 (this contains all needed files for Soviet Corps - it is simply not activated yet)
2. Create Soviet.TXT file in the root directory of the game which must only contain the serial used for installing Panzer Corps in the format: xxxx-xxxx-xxxx-xxxx
You can find it by opening Main.TXT
3. Make a .reg file:
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SOFTWARE\Slitherine\PanzerCorps]
[HKEY_LOCAL_MACHINE\SOFTWARE\Slitherine\PanzerCorps\Expansion]
[HKEY_LOCAL_MACHINE\SOFTWARE\Slitherine\PanzerCorps\Expansion\Soviet]
"Soviet"="xxxx-xxxx-xxxx-xxxx"
"GUID"="{63E299E8-A66F-48aa-A4ED-C6B33FD3B7BF}"
"URL"="panzer_corps_sc"
NOTE: The above works for 32bit systems. If you have an 64bit system you must change the first 3 lines to:
[HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Slitherine\PanzerCorps]
[HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Slitherine\PanzerCorps\Expansion]
[HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Slitherine\PanzerCorps\Expansion\Soviet]
Of course replace xxxx-xxxx-xxxx-xxxx with the serial obtained from Main.TXT as you edit your .reg file!

maybe somebody has "First Eagles 2"? i have simple "First Eagles" and i guess piratbay has it, but i never met those sequel. the game isnt a remarcable thing but if only for collection...

I don't have the Strike Fighters series, sorry. You might have some luck finding a few DLCs on chinese forums like insky.cn or pan.baidu.com.
BTW, the Panzer Campaigns Bulge '44 ISO appears to be corrupt. I'm getting a strange file access error halfway during install. Would be nice if someone could upload a proper image. Thanks

My list is just a compilation of games that other people share, so I have only those files that are in the list. let's hope someone else reads your request.

there are some addons in this release

Out of those DLCs you linked, I only have the Campaign Customizer DLC.
